Governor Quinn Announces $486M Spring Construction Program for Roads and Bridges

 

CHICAGO - Governor Pat Quinn today announced $486 million in road and bridge projects that will be started this spring - one of the largest early-season construction programs in the state's history. Today's announcement is part of the governor's agenda to create jobs and drive Illinois' economy forward by investing in our transportation systems. Joined by Illinois Transportation Secretary Ann Schneider, Governor Quinn today released a list of nearly 200 road and bridge projects across the state that will begin in the coming weeks.
"Illinois has a world-class transportation system and we are making it even stronger by carrying out one of the largest spring construction programs ever," Governor Quinn said. "This bold investment will help put thousands of people to work improving our roads and bridges and laying the foundation for economic development for years to come."    
 
The governor and Secretary Schneider made today's announcement on Chicago's South Side, where a $32 million investment will rebuild the Stony Island Feeder to the Bishop Ford Freeway/I-94. The project at the interchange, which handles up to 64,000 vehicles per day, involves the repair, reconstruction, removal and replacement of seven bridges. Scheduled for completion in 2014, the project also involves resurfacing and replacing pavement and intersection improvements. Upgrades to the lighting and signage will improve safety and make it easier for drivers to navigate the interchange.
 
"IDOT is thrilled to be able to move forward with this important project," Secretary Schneider said.   "Thanks to Governor Quinn's Illinois Jobs Now! capital program, Illinois has been able to make critical improvements to our highways, railways and airports across the state."
 
IDOT also announced additional Chicago-area transportation investments including: a $19.4 million bridge replacement project at Cumberland Avenue over the Kennedy Expressway, $3.5 million in additional bridge repairs on the Kennedy, and $2.6 million on resurfacing projects on IL Rt. 43/Harlem Avenue at Higgins Avenue in Chicago and on West 127th Street in Crestwood.
 
Many of the projects announced today are funded through legislation Governor Quinn championed in his State of the State address earlier this year. On those projects, IDOT is offering contractors a reimbursement rate of $10 an hour for hiring graduates of the Highway Construction Careers Training Program, an IDOT-sponsored initiative to encourage women and minorities to pursue careers in the transportation construction industry.
 
Governor Quinn in 2009 spearheaded Illinois Jobs Now!, the state's first capital construction program in a decade. The $31 billion capital construction program is the largest in Illinois history, supporting an estimated 439,000 construction jobs. The program includes $14 billion for transportation through 2015. Of the $14 billion in the program dedicated for transportation needs, IDOT has awarded 5,336 projects worth $12.68 billion, creating and supporting 160,000 jobs. These have included improvements to 6,809 miles of roadways and 1,113 bridges.
 
Combined with the Illinois Tollway's $12 billion capital program, Move Illinois: The Illinois Tollway Driving the Future, the state of Illinois is carrying out one of the largest capital construction efforts in the nation.

Starting AT 12:01 A.M. ON THURSDAY, MARCH 28th, 2013, SPRING THAW IS IN EFFECT ON ALL STATE AND US HIGHWAYS STATEWIDE.

 

Declaration of Spring Thaw means that:  1)  Permits with permit numbers beginning with AC, AG, MI, PB, and RF are suspended.  2) Those permits beginning with GG that authorize transport of overweight divisible loads are also suspended until further notice.  3) Certain State and US highways become "Class II Roadway" limiting gross vehicle weight to 40 tons, or less, if posted for less-than-legal weight.

 

NOTE: Permits with permit numbers beginning with RS (98k/6 axles logging permit) and PS (90k/6 axles potatoes for seed  permit) are not suspended.

I’m pleased to continue to inform all on the continued efforts to make Sammons more visible in the UTi world:

1.       Ops people from Missoula and Davenport met last week in the Long Beach Corporate office with five of our agents to discuss how we can grow deeper in our relationships with our clients and afford them the “wares” that UTi in total can offer them.   This meeting was a great success and a solid start on being able to expand the sales toward international business.  Once the details are finalized, this information will be disseminated to all so we can cease any and all opportunities the client may have.

2.       Cross selling.  It continues to happen as we all get better educated to the various tools available.  We’ve seen trucking opportunities from cable business out of the Carolinas to conveyor business from Ohio.  As well as a $500,000 award of business from a mining manufacturing company that the sales was initiated by UTi.  Remember, CAT awarded us only $350k last year on a single lane and it grew to a total amount of over $750k.  Operations excellence provided by our team of Contractors and employees.  Well done!

3.       Additional sales.  We’ve add Mike Shea earlier this year.  Mike represents the four arms in the UTi Distribution group.  UTi Transport Solutions, UTi Transportation Management, Market Transport and Sammons.  Mike came to UTi from Landstar and has hit the ground running.  We anticipate addition of solid agents with good business.  Mike is a “relationship” seller.  This affords a true and honest approach to adding the good ones out there.  That is what has been the backbone of Sammons.

As you can see, the take away from this writing is that we are UTi.  We continue to generate solid returns for the corporate office and our stockholders.  This is what is necessary to continue to grow in the world today.  Please continue to embrace the UTi world as management here has. 

Thank you for your continued efforts in the safety compliance area.  Market driven is where we are headed.  With a little help from the economic side, this will be an excellent year.

Thank you to the contractors for being prepared when calling in to place your permit order and thank you to all the CSR/Agents for having complete and correct information in the computer.   

READ YOUR PERMITS!!!

Please remember to read all of your permits, routing, restrictions and additional                requirements.  Recently we have had a few costly issues that could have been avoided  had the permit just been read.

Frost restrictions:

It is that time of year again when many states begin to enforce their frost restrictions. 

North Dakota has implemented restrictions on some of their roads already.

Wisconsin will start their springtime posted road restrictions the 2nd week in March   through early May.

Georgia Amber Light Stickers:

Please remember that some of the Georgia Amber Light Stickers will expire March 31, 2013.  The new sticker should be here the beginning to middle of March.  If you are going  to need one please contact the Permit Department and we will get one sent to you. 

 

2013 Best Fleets to drive for


Sammons was voted as one of the 10 Owner Operator Best Fleets companies to lease to  in the USA and Canada for the second year in a row. Thank you all who participated in the surveys. In the process of being nominated we have to look at who we are as a company very closely and the process can only help us try and be better. Helping us identify what   we can do better and what we already do well will help ensure another 50 years. We are continuously striving to be the best company to be leased with while being part of a very large publicly held company.

 

Requirements to enter the Fixed Payment Lease Purchase Program


 You must be 50% paid down on your truck or have a 10% down payment.

 

 You must have a minimum of $2,000 in your escrow before you can go fixed payment.

 

How the program works

 

You make a fixed weekly payment on your truck. This payment, along with your other    operating expenses, is deducted from your weekly settlement.

 

A lease Purchase contract states a payoff term of 4 years on tractors, allowing you to   finance up to 48 months total.  For example, if you have been in the regular lease  purchase  program for 18 months, you can finance up to 30 months of fixed           payments.  If you choose to decrease your loan term and payoff quicker, you will      be increasing your payment in turn.

 

The loan will be amortized at a 12% interest rate.

 

Escrow requirements for the fixed payment plan

 

Performance escrow:  a required minimum of $2,500 for flats/steps paid in at 6% of truck earnings until full and a minimum of $3,000 for heavy haul paid in at 7% of    truck earnings until full.  This is used for licensing, 2290s, and insurance claims.

 

Maintenance escrow:  a required minimum of $1,500 paid in at 2% of truck earnings  until full.  This can be used for maintenance only.

 

Personal escrow:  this is optional and can be set up at your discretion.  This is the only escrow we will allow you to draw from for personal use. 

 

California Air Resource Board (CARB)


     How will the Tractor-Trailer Greenhouse Gas Regulation be enforced?

      The Tractor-Trailer Greenhouse Gas Regulation will be enforced in several                   ways. There will be field inspectors doing enforcement at CHP weigh                       stations and other random roadside locations, distribution centers, fleet                      facilities, truck stops and locations where trucks are present. In addition,                fleets will be randomly requested to provide documentation that their fleet is in      compliance with the regulation and complaints will be investigated to ensure          compliance.

When will you begin enforcing the Tractor-Trailer Greenhouse Gas Regulation? Can I get a ticket today?

     Enforcement is currently being done on all applicable Model Year tractors and trailers, and will start this summer on all other applicable vehicles. You can be cited currently, as the regulation has been in effect since January 1, 2010, but full compliance may  be phased-in over a period of several years.

How much is the fine?

     Penalties can be up to $1,000 per violation per day, though mitigating circumstances may reduce the total penalties.

How will ARB enforce the regulation?

     As noted above, enforcement will be done at various locations around California and desk audits will be done based on things like complaints received and through audits by ARB of various fleets chosen randomly. Random fleets will be requested by ARB  to submit their documentation to be verified by ARB staff to assure that the fleet is in compliance based on the option that the fleet has chosen to use. Most options will   require that the fleet be entered into the Truck Regulation Upload, Compliance, and Reporting System (TRUCRS), on the Tractor-Trailer Greenhouse Gas Regulation    reporting website.

What do I do now if my tractor and/or trailer is out of compliance?

    You should make every effort to come into compliance with the regulation as quickly  as possible. If you already have been cited for a violation of the regulation, the     sooner you act the lower the penalties you will face. You cannot legally operate a    vehicle in the state of California that is subject to, but out of compliance with, a       regulation. The more you operate a vehicle in the State that does not comply with a regulation, the greater the risk of being cited for a violation of the regulation. It is the choice of the vehicle owner whether to continue to operate a non-compliant              vehicle in the State.
